You can have your lip pierced basically anywhere, top or bottom, as long as you're not going through any blood vessels. Many people pierce their lip off to either side on the bottom, on both sides of the bottom ("snake bite"), or centered on the bottom. You can also have a "Monroe" done, which is a piercing over your top lip to the left or right side (it resembles Marilyn Monroe's famous beauty mark). All body piercing should be done by a trained professional body piercer.

I've seen self piercing kits at stores like hot rags. They have specific kits depending on the piercing that you want to do. Everything is pre-sterilyzed and it includes the needle and anything else you might need. I don't think they're too expensive either.

WellI hope you meant pierce, but there are multiple places you can pierce. There is the Monroe, which is a little higher than the upper lip. Snake bites (which I personallyy don't like) which is the bottom lip in the crevases which makes it look like 'snake bites'. Also just a lip piercing, which is one crevase on the bottom lip.
