Someone with 45 chromosomes can survive if the missing chromosome is a sex chromosome.

48 chromosomes would be 2 trisomies...if one was a trisomy of chromosome 21 and the other trisomy involved one of the sex chromosomes this would probably produce a living offspring.

Other trisomies tend to have more negative effects and it is unlikely that multiple trisomic individuals would survive.
