The accepted value has been "proven" to be the value. An experimental value is the results a person receives during an experiment. For instance, the accepted value of density of water is something you could find in chemistry/science books. If you run your own experiment to find the density of water, you may get a slightly different answer, due to differences in measurement technique or equipment. The answer you get is the experimental value.
