If you are asking about the inside of your computer, I would suggest grounding yourself by touching any metal surface (outside of your computer) and make sure your computer is completely turned off initially.
Parts of the computer that are safe to touch:
The metal casing
The hard drive (as long as you are gentle with it, and don't shake it.)
The RAM (you want to touch the ram on the very edges, avoid touching the "pads" on the middle of the cards.)
The CD Drive (completely safe to touch)
The Motherboard. (you do not want to mess with the little cylinders on the mobo. They are crucial to your computer running properly.)
Parts of the computer I would not recommend touching unless you absolutely know what you're doing:
The Processor. (this is the brain of your computer, do not touch it unless it is absolutely necessary.)
Make sure you know where all of the chords are coming from, and where they are going before you remove any.

The keyboard, monitor, CPU, etc.
Anything you can touch or pick up is hardware. Everything else is software.
Computer hardware is technical equipment, to the computer, which you are able to physically touch e.g monitor, tower, mouse, keyboard etc.
You can give your touch screen computer a padlock, if need be.
A computer should not be so hot that it hurts to touch it.
