Why is the touchscreen considered as an output and input device at the same time?

It is considered an output, because you can view results on the display. It is an input, because when you touch the screen, you are executing commands or inputting data into the computer, much like you would've typed on a keyboard or clicked on a mouse.

Input refers to the instructions given to the piece of hardware in question to do, output is the product of your input. If you compare it to a keyboard and you press 'Escape' to exit a program, the output could be; on the screen, the program closes completely and you can no longer see it.
