The same as the difference between a phonograph record and a phonograph. The CD-ROM is where the data is stored. the purpose of the CD-ROM drive is to read it.
Size Really.. Both do the same kind of task. But Floppy Drives are older and only hold 1.25 MB (megabytes) And a CD can hold 700 MB .. There are some variations on my numbers but this is generally the difference.

Data can be copied to CDs (Compact Discs) which are writable/rewritable and need a CD/DVD burner to write data. The difference between a floppy and CD is that floppy is a magnetics media and CD an optical media (read/write happens with help of a laser light). - Neeraj Sharma
Floppy drives are identified by drive letters A and B. To change between them, simply enter CD A: or CD B:
to do this you must first save what ever is on the floppy disc onto your computer or laptop and then transfer the file from the floppy on to an empty CD disc and then it is done
hard disks are generally contains within the computer and contain FAR more memory than a floppy disk does. floppy disks generally contain 1.44 mb where as hard drives are constantly developing and are currently about 1TB MAX. floppy disks are external in the same way as CD's
