No lightning is not matter.Lightning is energy and energy has no mass or volume and does not take up space. More things that arent matter are rainbows, color, ideas, plasma,anything that is a solid liquid or gas and more
it is a matter which is known as plasma and plasma is a hot ionized gases formed under extremely high temperatures.
