A hurricane is a tropical cyclone (i.e has a closed circulation of air) with sustained winds of at least 74 mph (119 km/h). Hurricane that hit land almost always cause flooding, but some hurricanes stay at sea and never threaten land.

Both refer to the same thing, but the term "flash flood" implies that the flood came so quickly and unexpected that there was no time to make preparations. In many cases the flash flood causes the water level to rise several metres within a very short period of time.

Flash floods are most likely to be caused by a sudden weather event, such as a storm, while slow-onset floods are caused by prolonged, sustained rain.

Dam failures can create the worst flash flood events. When a dam or levee breaks, a gigantic quantity of water is suddenly let loose downstream, destroying anything in its path. Flash flood waters move at very fast speeds while floods do not move with greater speed
