To say the mantle is liquified is probably an overstatement since only around 4-5% of the asthenosphere is molten. The main reason the crust is not liquified is because of temperature. The geothermal gradient indicates that temperature will increase with depth. There is insufficient depth of the crust to create any molten material, except when it is subducted into the asthenosphere, where the presence of water in the crustal material causes melting.
