According to Anthony Downs, the political market parallels the economic market. So, politicians act essentially as entrepreneurs seeking votes. So, party behaves very much like business.

2 - ELIT FORMATION AND RECRUITMENT

Party is based on leader and party is dominated by elite structure. So, leader cannot be appointed democratic way. In this system, primary election reduces control of party. Because, leader is elected by people in primary election

3- GOAL FORMULATING

Party is preparing program of Government through the conferences, conventions and election manifestos so on. So, party is a major source of policy institution.

4 - INTEREST ARTICULATION AND AGGREGATION

Parties help to articulate and aggregate the various interests found in society. Such as business, labor, religious and ethnics so on.

5- SOCIALISATION AND MOBILISATION

Through internal debate and discussion, as well as campaigning and electoral competition, parties are important agent of political education and socialization. For example, teacher discussed about New Right.

6 - ORGANISATION OF GOVERNMENT

When party became government, it uses government policy in assembly. In parliamentary system, assembly controls government.
