Most people believe we make our decisions on rational thought. However, Aristotle also points out that our emotions powerfully influence our "rational" thoughts. It does not only mean "empathize" or "sympathize"(like stated above), but emotions like anger, pity, and fear(as well as their opposites).
Anger is a very yearning and motivating force. Aristotle point out these three things that will make an audience angry: 1) "the state of mind of angry people"; 2) "who the people are that this audience usually gets angry about"; 3) "on what grounds this audience gets at those people.
Many political decisions have an emotional motivation. For example; A gunman shoots down a school yard with children in it with a assault rifle; people are suddenly interested in banning such weapons. In this case several emotions are involved, but more likely the strongest emotion is pity for the small children and families. The logical arguments for banning or not banning assault rifles has not changed at all, but people were emotionally engaged with the issue after the event occurred and then wanted to do something.
