Look at the nameplate on the transformer. The first voltage number is the primary voltage and the terminations are H1 and H2 for single phase transformers and H1, H2 and H3 for three phase transformers. The second voltage will be the secondary. Likewise X1 and X2 for the terminations on a single phase transformer and X1, X2 and X3 for three phase secondary termination points. If the first number is lower than the second number then it is a step up transformer. If the first number is higher than the second number then it is a step down transformer.

You can only determine which is the lower-voltage winding and which is the higher-voltage winding. Whether it is a step-up or a step-down transformer depends entirely on which winding you then connect to the supply and which to the load.

To determine which winding is which, the transformer must be disconnected from the supply, and you need to use an ohmmeter. The lower-voltage windings have less turns of thicker conductor, so will have the lower resistance. The higher-voltage winding have more turns of thinner wire, so will have the higher resistance. It's as simple as that!

A 'step-up' transformer's secondary voltage is higher than the primary voltage. This 'voltage ratio' is (for an 'ideal' transformer) the same as its 'turns ratio'. The secondary current is determined by the load, which then determines the primary current -the current ratio being equal to the inverse of the turns ratio.
