It all depends! If you mean to literally have sex, then it depends on self control. If you know the person well, like your bf/gf, then talk to them. If its someone you just met, then wait. Self control. That's all it takes.

Controlling sexual desire at physical level from time to time is mandatory in cultured society. Controlling sexual desire at mind level is very difficult, well neigh impossible. The best way of controlling (normal) sexual desire is to have safe sexual outlet called masturbation in privacy. Sex being primal (natural, basic, instinctual) desire like hunger cannot be suppressed for long. Such unhealthy suppression is damaging. Sublimation of Sexual Desires isn't very successful. For sublimation the mind is fervently engrossed in other topic such as patriotism, spirituality. No use feeling guilty for not being able to control sexual desire because it is biologically propelled.

One way is to find something else to put your mind on. Have a hobby and burn off some energy. Go for a run or play some Basketball... It isn't likely that it will make them go away entirely, but it is a way to get them off your mind for temporary periods. Keep in mind, it is normal and healthy to have some sexual urges. If you think you are having too many, or urges that somehow don't seem ethical, it might be good to talk to a therapist.
