Your brother's wife is your sister-in-law and yourwife is your brother's sister-in-law. But the two women are not related to each other.

If one had to speak of the other is terms of relationship, she would speak of "my husband's sister-in-law" or of "my brother-in-law's wife."

Typically by his name. There is no relationship name for it, as he really isn't related in any way. You could explain it by just saying, "This is the brother of my daughter-in-law."

Would your brother's brother-in-law also be considered your brother-in-law?

No, your brother's brother-in-law is not related to you unless you and your brother both married children of the same parents and they had another brother. but the the brother-in-law relationship is not through your brother and his marriage, but because he is the brother of your spouse. Technically, the proper introduction would be, "This is my brother's brother-in-law" as there is no direct relationship between the two of you.
