With potato chips, any "rot" present in less than 6% of pieces by weight is acceptable. They define rot to be plant decomposition due to mold or bacteria. Many of the regulations concern rodent and insect filth (hair, droppings) but not bat guano. The absence of bat guano regulations probably means bat guano is not prevalent enough in processed foods to concern the FDA.
