The most common substitute is green olives, but if you are using the store bought "jar" type, you may want to add a dash of lemon juice to get a flavor closer to capers and counter a bit of the saltiness. I've heard that nasturtiums also closely resemble the taste of capers, but can't vouch for that personally as my first "crop" of them hasn't matured yet.
