A food borne illness is one that can be a virus, bacteria, mold, or fungus that is transmitted primarly through food or food preparation/contact. An outbreak indicates that multiple people have been exposed to and sickened to that particular food borne illness.
The CDC defines a foodborne outbreak as an incident where two or more people get sick from the same food.
