There are two codes; the first only makes all Pokemon LOOK shiny when the action replay is in. The other code makes Pokemon shiny forever but it is hard to understand.

I'll give you the first one.

There is no action replay code for all the Pokemon in any of the Pokemon games. If you want to get all the Pokemon the best way is to use the Pokemon modifier.

I don't know the cheat, but any Pokemon you get through an AR will be considered invalid. Just soft reset for your shiny Mewtwo.
