If you used your fire stone to get a Ninetails then you can't get Arcanine. Unless you do this;
At the begining of the game when you chose which stone to pick for Eevee, pick the fire stone, but don't use it. Save it for Vulpix. You'll keep Eevee as is until you get the waterstone, then you can get a vaporeon. Once you get the second stone for thw S. S. Libra you use the first one on Vulpix, and the next for Arcanine.
That's the way I've found.
