In Catching Fire, Peeta does propose to Katniss for the Capitol, and she says yes for the Capitol. Catching Fire leaves off with their wedding plans still underway, but neither of them are happy about it because it is all to ensure their safety.
They are, however, married in the epilogue of 'Mockingjay'.
