You cant catch it you can only get a battle bingo card by beating the SS.Libra level and then find it at a poke spot and the old man and little girl will give you the bingo card

take the card to the realgam tower and go to the woman in the bingo room she will add it to your other cards

When you are ready , hop onto the kyogre ship and sail to citidark isle and beat everyone in and out of the building. Then , go in the elevator on the outside of the building. Then you will get to the old man who runs cipher and you will battle him. He has zapdos , moltres , and Articuno. He also has the shadow Lugia. Make sure you get enough ultra balls to catch all of them. It takes a while to catch them , even if they are on red.Also , you might want to save before you battle him incase you beat him , but you didn't catch the Pokemon that you needed to catch.

Easy. Once you beat Gorigan in the Key Lair, Prof. Krane will send you an E-mail saying to come see him at the HQ lab(starting place) and he'll give you a Master Ball. Once you get to Shadow Lugia, use the Master Ball and you have Lugia.

So you made a Shadow Pokemon faint or the cipher admin beat you. Miror B or the admin will take the Pokemon and you must rematch either one to get them, later in the game at citadark isle you can rematch the admins, miror b will appear at the Pyrite colosseum and Relagam Tower colosseum or the Pokespots with Shadow Pokemon. Miror B will appear only when the Miror Radar goes off.
