i don't know this for sure,but if u get all the unown and have unown c,e,l,e,b,i in your party celebi will appearer if u go to ilex forest press A in front of the shine and it MIGHT appearer.
You have to either get an action replay or go to the event.

∙ 10y agoAs of April 25, 2013, there is currently no way to receive Celebi in Pearl since the Gamestop distribution for it has been over however provided you did receive it at Gamestop while it was going on then you could send it over to Pokémon Black or White, in order to accomplish this, you will have to go to Castelia City and talk to a Scientist on the upstairs floor in the building that houses the Name Rater. He'll tell you that he made something to get a special Pokémon and put it in your game. To get this, you need the "special password." 1. First say, "EVERYONE HAPPY."
2. Next say, "SIMPLE CONNECTION." You now have the thing in your game to get Celebi. Save and turn off. Next time you play Pokémon Black/White, where you find "Continue," go down to find "Relocator." Press A on it and you'll be asked to use DS Wireless Communications and select "Yes." The Top Screen will tell what to do next. Go to a building in Castelia City and you'll find a silent kid. He is Zorua! You will be given Zorua and you will be allowed to pick any Poké Ball for the Zorua to be caught in.

∙ 13y agoCelebi is not able to be caught naturally. You must have wi-fi to get him. Once you do, access the Mystery Gift from the main menu during the right time and you will receive Celebi.
