It depends. In double battles, Kyogre can be used more effectively because of its everlasting rain, special sweeping ability, and typing. However, in single battles, Rayquaza is about equal with Kyogre due to its excellent mixed attacking stats. Overall, Kyogre is far better than Rayquaza due to its superior ability, typing, and movepool.

∙ 12y agoi would have to say rayquaza Even my favourite type is psychic and deoxys is psychic but rayquaza in dragon-flying types and rayquaza is the main Pokemon is rayquaza in Pokemon emerald and rayquaza is the most powerful Pokemon in the hoenn region well i think

∙ 11y agoThey are stronger depending on how you train them.Kyogre is particularly strong in Special Attack and Special Defense with a base stat of 150 and 140 respectively.
Groudon is strong in Attack and Defense with the same base stats.
Rayquaza has 10 more base stats than the other two and is strong in Attack and Special Attack both at 150 base stats.
You could say that Rayquaza is stronger, but in terms of battle, it is very weak, lacking in defensive traits to protect itself.
