The Capitol is basically the leader of all of the Districts. The Capitol controls all Districts, and doesn't want to lose their power. that is the reason they created The Hunger Games; to show people that we can take your children and kill them.  The people who live in the Capitol are very well off, while people in every other District are dying of starvation.

The Capital forces children from the Districts to come and fight to show that it has total control, that it can just kill your child just like that. It's to strike fear to avoid a rebellion.
