When does zigzagoon evolve in pokemon ruby?

Zangoose and Seviper have always been mortal enemies. The thing about both of them though is that neither of them evolve. Zangoose looks like he could evolve, but in reality he doesn't.

You can't actually find Zangoose in the wild in Pokemon Sapphire, you can only find wild Sevipers. What I know you can do is trade a Pokemon for with someone who has Pokemon Ruby. A fair trade would be to trade a Seviper. To trade with other people with Ruby or Sapphire, you need a GBA Trading Cable. Then you both enter the Trade Pokemon area upstairs in any Pokemon Center and trade. Hope this helps.

I don't think you are able to find a zangoose in Pokemon sapphire but I'm pretty sure you can in Pokemon ruby in route 114
