Munchlax is rare and you need to keep trying but slather honey on one of those yellow trees and after a while of walking around the tree will start to rattle and although from my experiences it has usually been an aipom, I've heard and am pretty confident that a munchlax is in there. It has to be because your rival has one.

Nothing; Munchlax cannot breed since it is considered a "baby" Pokemon. If you wanted to breed the Munchlax to produce Munchlax offspring, just evolve the Munchlax and allow it to hold the Lax Insence and then breed it with any compatible Pokemon of the opposite gender, or Ditto.
Munchlax is a Sinnoh region Pokemon, which when Pokemon Sapphire, Ruby, and Emerald were released, Sinnoh did not exist yet. It is unobtainable in the three games.
You cannot get a Munchlax in Pokemon Sapphire Version. In D/P/P you can give Snorlax a Full Incense and breed it with a Ditto to get a Munchlax.

i don't think so since sapphire is a game-boy version and diamond is nintedo ds version but since sapphire is a game-boy version you can migrate Pokemon from there.
