Ignore it. I'll leave it up so everyone else can have something to gawk at. The riddle doesn't answer the question, just complicates it more. Dragon Tamer Nicolas will be in the upper right corner.

battle him and he will be entered in your Trainers Eye. Exit and re-enter the area checking your TE for hime to rematch you, repeat. From the Fifth Battle on his Bagon will hold a Dragon Fang you can steal with Thief, Covet, or Trick

I think you find it in the dragons den behind blackthorn city gym, might need wirl pool to get to it though, (only after you beat the gym leader), also, if you come out and go back later, the bloke in the shrine gives you a dratini lv.15.
