First catch or own 10 different kinds of Pokemon then get the HM Cut then go to viridian city via digletts cave east of vermilion city go through the cave then go south until you find a big building go in and talk to the scientist he will ask you if you caught 10 kinds of Pokemon say yes to get the HM Flash.

Go to the left of Viridian City and enter Diglett's Cave. Once through, go south and cut the tree. Continue south to find a tunnel. If you have at least 10 complete registries in your Pokedex, one of Prof. Oak's Aides will give you the HM Flash.

To get Flash you first have to get Cut from a seasick captin on the S.S. Anne. You get thw S.S. ticket from Bill. When you get to the end off S.S. Anne you will rub the captins back and he will give you Cut. Then you head East from Verdian city (I think its verdian anyway whereever S.S. Anne is docked) Then you go through diglett's cave (Digletts cave has a Lv.31 Dugtrio in it so you might wanna capture it) anyway, then you head south from Digletts cave and you schould have to use cut to get to this building. Talk to the man inside that building and he will say he is doctor Oak's aide and he will give you flash. (I'd probably teach Flash to Pikachu)

Flash can be found on Route 2. To get there, go to Vermillion and go into the Diglett Cave. Have some strong Pokemon here, because the Pokemon here are level 18- 31. Go through the whole tunnel until you are out of the cave. Don't go to your left. Instead, walk south, in the direction of the house. Keep walking down, and cut down trees as needed. Keep to the right side. Eventually, you will see one of the aides and he will give you Flash. You will need to have caught at least 10 different types of Pokemon. Flash is good for lighting up dark caves, but it isn't that great of a move to use in battle since it only lowers the enemy's accuracy. Good luck!
