You hav to beat the 16th gym (8th kanto gym) than talk to prof. oak
get all 16 badges then go see prof. oak
Although HM08 (dive) can be learnt by some Pokemon in the Fire Red game, you can only get the HM in the Ruby, Sapphire and Emerald versions of Pokemon.
Go to Snowpoint City. Go South and stay to the left side of the trees and pick up all the items you see. One of the items is a HM08 Rock Climb. Go to the house below, and the man will thank you with an Ice Plate. That's how you get HM08 Rock Climb.
There is no TM transform in Pokemon HeartGold
Shadow Lugia is not in HeartGold.

HM08 Rock Climb is given to you by Prof. Oak once you have all 16 badges.
Hm08 is rock climb not waterfall. Hm07 is the move waterfall
In Pokemon HeartGold and SoulSilver Versions, HM08 Rock Climb is not needed to get to Seafoam Islands, HM03 Surf is though.
There is no HM08 in the original Pokemon Gold game however in HeartGold HM08 is Rock Climb which you can get from Professor Oak in his lab in Pallet Town after you've beaten his Grandson; Blue who is the Gym Leader of Viridian City.
HM08 is only in ruby, sapphire and emerald.
on route 217 outside the mans house you will see a pokeball. pick it up and you have HM08
Moltres is found within Mt. Silver. Once you enter, you will see a water path. Follow it, and make sure that you have HM08 (rock climb). If you continue the path, you will see Moltres in the end.

There is no HM08 in Pokemon Crystal. Pokemon Crystal has only 7 HMs that are available to use.
You do not need HM08 to reach Cinnibar Island. You do, however, need HM08 to search Cinnibar Island. Without HM08, all you can do is use the Pokemon Center.
