First, I should note that they are not Dogs, Cats, or any other specific animal. They are the three Legendary Beast Pokemon; Raikou's design comes from the Raijū, Entei's from the Chinese guardian lions, and Suicune's from the Qilin, with a slight inspiration from Fūjin.

After the first encounter, you will be able to track its location with the PokéDex, but it moves quickly, and is incredibly unlikely to be in the same place it was when you last saved the game as it will be when you turn the game back on. Any damage or status conditions that you inflict upon it will stay in effect, regardless of how many times you meet and it flees. And, of course, it will disappear forever if you K.O. it, so burning or poisoning it is NOT recommended.
The best strategy to find it is to wander the grass of Kanto with a Pokémon of a higher Level than that of the local Pokémon (but no higher than 50) at the front of your party, with lots of Repels on hand and one in effect at all times. Encountering it the first time is tricky; it can be in any patch of grass anywhere in Kanto (not in the Sevii Islands), but this strategy is likely to make things much easier.
And one final note of importance, on a glitch in Fire Red and Leaf Green: if the Beast uses Roar to end the battle, it will vanish, impossible to be encountered again on that file. So, if that happens, it will be necessary to reset the game without saving if you wish to find it again. Therefore, if you decide to use Spider Web, Mean Look, Block, or the Shadow Tag Ability, it is recommended to put the beast to sleep first. On a side note, Suicune is the only one of the Beasts that does not know Roar.
