On one side, Dialga's Roar of Time overpowers Palkia's Spacial Rend. Dialga has high Defense, since Steel-types boast the highest defense against most types and immunity to Poison.
On the other hand, Palkia's only weakness against Dragon is better than Dialga's type-disadvantages of Fighting and Ground. Dialga can't learn any moves by level-up to use against Fighting or Ground Pokémon. Also, Spacial Rend has high critical-hit ratio and doesn't need to recharge, unlike Roar of Time.

Therefore, a strong-enough Sp.Atk move like Blast Burn or Palkia's Spacial Rend stands a chance against Dialga, while Outrage or Dialga's Roar of Time is effective against Palkia.
Dialga has a higher Def, while Palkia has a higher Sp.Def, so it depends if you prefer your a legendary dragon to have either a higher physical or special defense.

However, Dialga just looks better and face it, which is better, a vicious dog? or a pink cudely dinasaur!?
The real question is, which is better, Entei Suicune or Raikou??? (Entei by far!)

In some ways Dialga is better because of its roar of time: Roar of time is stronger then spacial rend but Roar of time you have to wait a turn but spacial rend you dont have to! And so i do think Palkia is better cause its bigger and i would personaly like to control space than time but at the same time i wouldnt want a purple dragon so i say both a great!
