There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games.

Pokemon Soul Silver and Heart Gold are remakes of Pokemon Silver and Gold which were released in 2000. Gold and Silver were released for Gameboy Color, and since 2009 Soul Silver and Heart Gold have been released as remakes available for any DS. It has many new features, as well as better graphics (3D to an extent), many more pokemon, added characters to the storyline, remade cities and routes, and extras like a safari zone where there previously wasn't one.
Technically....no. Unless you buy a supercard such as the DSone with the latest EOS firmware, in which case you can use your own cheat files for heartgold, soulsilver....and over 2500 games (more than AR, and more cheats / game ). Hope this helps ;)
