Static equilibrium in physics means that an object is stationary. There is no rotation or motion to it. An example of this would be a column supporting a building. There are physical forces acting on it, but there is no motion in the object.

A good every-day example of force balance is a balloon: the pressure inside the balloon is higher than outside, but it is balanced by the surface tension of the balloon plastic, which having been stretched is trying to re-contract. When you pop the balloon, the pressure force between the air inside and the air outside causes the fluid element which had been the inside air to expand. The fluids mix and equalise pressure. When the energy of bulk motion dissipates, the air is again static. Note, however, that the atmosphere itself is in hydrostatic equilibrium.
