It doesn't actually have to be the same though-out, for example, Kool-Aid is made out of sugar powder and water, so it has different particles within, although when you look at it in a glass, you only see the same thing throughout, so you would consider it homogeneous.

If something has exactly the same particles though-out (pure water, sugar etc.) it is called a pure substance.
