No, not all girls are born with a hymen.

The hymen is tissue left over from development within the womb - at one point there was no vaginal opening, as the vaginal opening developed the skin that was covering that area retracted and became the hymen, but not all girls were born with a hymen.

The hymen can be worn away, stretched, or torn partly or fully but usually even if torn fully or worn away it doesn't disapear completely - it's still there, just no longer in tact. Although sometimes a doctor may cut away a woman's hymen for medical reasons.

There are also then girls who were born biologically male, thus wouldn't have a hymen.
