It really depends on how far your development is along. Most guys are close to full development at 18-20 years old. So the average length would be a bit over 6 inches. At 17, you more than likely still have some growing to do.

I was a late bloomer and was just over 6" at 17. I am now 8".

First of all, at age 17 puberty can still be ongoing, and thus penis growth could continue. however, the average for adult penis size is 5.1 - 5.9 inches (12.9 cm - 15 cm), so somewhere around there (this is only an average, it could be larger or smaller). But, don't worry about penis size, it is very overrated, most males lie about it, to make themselves feel better. Just confident in yourself and your body!

It is not clear what you mean by small. Many men are quite long when they are flaccid (not erect), but gain little if any length when erect. Other men, often called 'growers', do not have much length when flaccid but are of average length when erect. Average is around 5.5 to 6.5 inches. You do not have to be even as long as 5.5 inches to be healthy and fully functional. Length is generally over-rated among men.
