It is considered normal, as it very common. Personal observation suggests that if a woman is right handed, the right breast is larger than the left, and vice versa. I suspect that it has much to do with the amount, or lack thereof, of development of the pectoral muscle behind the breast, and the amount of use of the arm to which it contributes movement.
