HIV and AIDS are not decreasing by large numbers, yes many people are still getting 'cured' and medical treatment is out, but it is still very expensive and there has been many wars over minerals, and land. By wars, I mean men fighting with guns, killing everyone, and raping women. So there is no way AIDS/HIV is decreasing, it is more of an increasing type of thing.
