While Britain was still the mother country the British issued the Proclamation of 1763 in hopes of conciliating the Indians (from the French and Indian war) and to lessen white expansion (to be able to control them easily. It would be harder for them to communicate if they went way west.) It banned colonists from settling west if the Appalachian Mountains. Since one of the main principles for the Declaration of Independence wasindependence the colonists felt that the land west of the Appalachians was rightly theirs.

Also by refusing to allow the colonists to settle west of the Appalachian Mountains George III crushed one of the most treasured ideals for the North American colonists, the hope for land in the frontier and Indian country. The states gave up their land claims (due to conflict about whose it was) so that new states would be created. In that way the hope for land in the frontier and Indian country was fulfilled.

Didn't affect it at all, the Declaration was written in 1776. The Northwest Ordinance was passed in 1787.
