The forerunner of the Luftwaffe was the Imperial German Army Air Service (Luftstreitkräfte), was founded in 1910 and commanded by Wilhelm von Hoeppner, Kommandierenderer General der Luftstreitkr.

There was also a German Marine Air Force.

Before 08 October 1916, die Fliegertruppen des deutschen Kaiserreiches; aka die Fliegertruppen. Observation units were called Feldflieger Abteilungen (FFA) -- field-flyer detachments. These were attached to Army (Reichswehr) corps and contained about 6 aircraft each.

From 08 October 1916 till the end, die Deutsche Luftstreitkraefte. "Im Krieg geboren, im Krieg gestorben." The Luftstreitkraefte organized fighters into Jagdstaffeln (hunting squadrons) (aka Jastas) and grouped Jastas into Jagdgeschwader (JGs).

The Kaiserliche Marine (navy) had a flying service: the Freiwilliges Marine Flieger Corps (volunteer navy flyer corps). Their fighter units were organized like Luftstreitkraefte Jagdstaffeln.

The organization of German bomber units and German reconnaissance units is not clear to me. Bomber units may have been organized into Kampfstaffeln. Reconnaissance units appear to have continued to operate as FFAs.
