Maine and Vermont are the two New England states that did not become states at the same time the original 13 did, but they were in fact "part of" the original 13 states. Maine was considered part of Massachusetts at the time, and Vermont was disputed between New Hampshire and New York.

Maine had been incorporated into the colony of Massachusetts in 1692. Some of its inhabitants tried to separate from Massachusetts after the Revolution, but their proposal was defeated several times until finally passed in 1818. Maine became its own state shortly thereafter, in 1820, along with Missouri.

Vermont's first white settlers were primarily from the colony of New Hampshire under land grants from its government. However, New York claimed that it owned the land above Massachusetts all the way to the Connecticut River and so those land grants were invalid. Vermonters resolved the issue for themselves by declaring themselves independent of both NY and New Hampshire in 1777. When the colonies became independent of Britain after the final battle of the Revolution in 1781, Vermont was not accepted as an independent state by the Second Constitutional Convention, largely due to New York's continuing to press its claim. Vermont therefore operated as an independent country for the next 10 years, printing money, setting up a post office system, and even appointing ambassadors to other countries. In 1791, after long negotiations and the payment of money to New York to persuade it to give up its claim, Vermont became the 14th state in the Union.
