Hieroglyphics were engraved on the Rosetta Stone, which was discovered by a group of archaeologists near the end of the Baroque period.
Answer: Nobody "discovered" hieroglyphs, since they have been visible since ancient times on the walls of palaces, temples, monuments and tombs across the whole of Egypt. Since they were not lost, they did not need to be discovered.
The ancient Egyptians devised (not discovered) hieroglyphs at least 5,000 years ago. They were carved on stone buildings, written on papyrus documents and potsherds and scratched into stone outcrops.
The result is that everyone who came after the ancient Egyptians knew about hieroglyphs - they simply could not read them. Hieroglyphs did not need to be discovered since they were openly on view to any visitor to Egypt, but their meanings were lost until Thomas Young, Jean-François Champollion and other scholars worked on the translations in the early 19th century.
It is a fact that the earliest known hieroglyphs in Egypt (dating to around 5,000 to 5,200 years ago) are already an established, commonly used script, found on stone and pottery objects (often in the form of a label listing the contents, place of manufacture and so on).
There must have been a period of development before this, but at present we have no knowledge of who devised the writing system or where or when this happened. No doubt some perishable surface was used for working out the signs, which has not survived.
The ancient Egyptians invented their own writing, but it's not known exactly which people were involved.

The ancient Egyptians did not record the time when their writing system was developed (not invented), nor was there anyone else present to record that event. It was long before the first pharaohs and the unification of Egypt. By the time of the pharaohs the original development of writing was attributed to the gods, not to humans, and it had become part of the Egyptians' religious beliefs.
Early man (around 160,000 years ago) did not have any form of writing, so hieroglyphics didn't help them. Hieroglyphics weren't invented by the Egyptians until sometime after 4000 BCE. They came about because the Egyptians wanted to keep written records based on their language.
