Why computer is known as electronic device?

Because that is the first technology with which it was successfully implemented and it continues to work and improve quite well with that technology.

Programmable digital computers have been built with many other technologies: e.g. electromechanical (too slow), fluidics (not sensitive to radiation, good in nuclear reactors, etc. but bulky), optical (only in research so far), etc. Optical programmable digital computer are very likely to replace most modern electronic computers in the near future, assuming the problems the research labs are having are solved.

Only because that is the best technology currently available to build them with. Many computers have been proposed and/or designed and/or built with other technologies, a few of which are (with an example if possible):

• mechanical - Babbage's Analytical Engine, designed but never built and Zuse's Z-2
• electromechanical - Aiken's Harvard Mark I and IBM's SSEC and Zuse's Z-3
• hydraulics/fluidics - proposed for use in high radiation environments (nuclear reactors, satellites, etc.), some prototypes built in 1960s
• optical - possible future replacement for electronics, prototypes still in development
• holographic - still largely hypothetical proposals
• quantum - very limited prototypes built but promises an unlimited increase in processing speed
• etc.
