Different states (or even counties) have different requirements, but a court stenographer is generally a skilled trade, and not a degreed profession. But, again, that all depends on the state, county and/or court system.
If a degree is required, it's typically one at the lower-division "associates" degree level; though it could be what's called a career-type "Assocaite of Applied Science" (AAS) degree...
...rather than the academic "Associate of Arts" (AA) or "Associate of Science" (AS) degree.
The difference between a career AAS, and an academic either an AA or AS, is that the AAS, since it's a career degree not intended as preparatory for subsequent entry into an academic bachelors degree program, will tend to contain a lot less what's called "lower division general education" (LDGE) than will either an academic AA or AS degree. The AAS is decidedly career-oriented, and so contains much coursework in whatever is the AAS degree's major than will either an academic AA or AS degree. Both the AA and AS degrees are intended to prepare one for entry into a bachelors (BA or BS) degree program.
A career-oriented AAS in stenography or "court reporting" would, of a degree is required, most likely be what the state, county and/or court system will accept. But, seriously, it all depends on the state, county and/or court system. There is no one right answer for all parts of the United States. You must consult with the court system in which you want to be a court reporter. It will tell you what kind of training and/or degree you need to obtain.
However long the employer wants. At least complete high school. A receptionist typically requires little or no schooling. It is a minimum wage job, paid hourly and often does not include benefits. And without education, there is not much chance of promotion.
