If you mean "dating" and not sexual activity there is nothing wrong.

It is possible but very unlikely that a 28 year old and a 16 year old have enough in common to make a long term relationship work. For that reason it would be wise to abstain from sexual activity until the relationship is much more established. A 28 year old who dates someone that young has a lot of responsibility no matter how you look at it.

Probably, legally, yes. But why? A good relationship is based on shared experiences and it is highly unlikely that someone with that age differential would have enough in common.

Usually all a 28 year old guy would want of a 17 year old girl is.... the usual.

There are no laws about dating ages, so it is legal to date. There are laws about sexual activity and depending on the state, this is probably not an issue either. In most places you have to be at least 16 to consent, if not 17 or 18. Some states have exceptions for close in age, measured by days, not the years.
