Wrong. It is perfectly legal to drive barefoot or in flip-flops. I personally wouldn't recommend flip-flops because it can get caught in the pedals. It is actually recommended to drive barefoot if you are wearing flip flops, backless shoes, high heels, or any shoes that your foot can slip out of our impair your driving.
