As far as I know, it is the office of a debt collection agency, dlc, who try to contact debtors on behalf of lenders (store card issuers etc). If you are asking, then you are probably receiving letters on a regular basis addressed to someone who doesn't live at that address, but who shares a surname and initial with someone who does. This is because they employ a blunt and dubious tool to target people they don't have an address for, that is they scour electoral rolls to get close matches for a 'missing' debtor, and send each match a letter demanding payment. Their argument is that as the envelope states "PRIVATE & CONFIDENTIAL TO BE OPENED BY ADDRESSEE ONLY" and carries a return address, if you aren't the named addressee you just post it back marked "NOT KNOWN AT THIS ADDRESS". This is fine for the first 6 or 7 times, then you start worrying if your own credit rating might suffer, or if bailiffs might turn up. Good luck getting them to stop targetting that address, I'm still trying...
