Ironically, there are no requirements given in the Constitution for becoming a Supreme Court justice. No age, experience, or citizenship rules exist. In fact, a Supreme Court justice does not need to even have a law degree. However, since the Senate confirms justices, experience and background have become important factors in the confirmations.

Free and fair elections are the cornerstone of our democracy, and the voting rights of hundreds of thousands had been taken away for too long. By appointing a three-judge court in the District of Columbia or the Attorney General of the United States to approve voting law changes and redistricting plans, Congress made the process as apolitical as possible. Limiting the scope of the act, and its timeframe, also limits potential political interference by the judicial branch to the legislative branch. Cons are the creation of the precedent of federal control of state elections, and giving the judicial branch power over the legislative branch. The judicial branch would be overseeing redrawing of districting maps, which is susceptible to political pressure. But the Act as passed with limited scope and curfew, as well as the selection of courts for judicial oversight, mitigates these concerns.
