The US president is not actually a legislator or lawmaker-- legislation is chiefly the job of Congress. The president can propose laws and has ways to push legislation through Congress. He can also veto laws he is against and make it hard for them to be passed. Even the threat of a veto influences what Congress tried to do since it is hard to override a veto and there are usually political costs to an override even if succeeds.
Yes, the POTUS is not a legislator, chief or otherwise. The President signs legislation upon its presentment to him when he does not wish to veto it. But this power inheres in the office's tripartite Constitutional role as head of state, head of government, and commander-in-chief of the armed forces.

The Presidents role is to suggest laws to Congress. Only Congress has the power to actually make laws, however. The President urges Congress to pass or veto a bill by inviting members of Congress to the White House, for example. Or making speeches to Congress.
Officially he/she is the chief executive. But I can see how chief legislator might be applied. Few laws take affect without his/her signature. It is his/her job to present a budget to Congress and he/she presents programs and policies to be considered by the Congress.
This is different from parliamentary systems where the Prime Minister is selected from among the already elected legislators. Prime Ministers can more easily be considered the chief legislator of their countries than the President of the United States can be.
