That's a fancy way of saying "stroke". A stroke is either a blockage of blood vessels in the brain, or a leak ( a rupture) in a blood vessel in the brain. Blockages or "occlusions" are more common than "hemorrhagic" (bleeding) strokes.

The word "cerebrovascular" means "brain" (cerebro) and "blood vessels" (vascular). And "accident" means "something went wrong!"
